MANILA, Philippines -- President Gloria Macapagal-Arroyo has ordered the release of P750 million to speed up the implementation of he Unified Multi-purpose Identification (UMID) system, her spokesman said Tuesday.

The UMID, which is different from a national ID, aims to unify the ID systems of the National Statistics Office (NSO), Social Security System (SSS), Government Service Insurance System (GSIS), and Philippine Health Insurance Corp. (Philhealth), Press Secretary Ignacio Bunye said.

Arroyo ordered Budget Secretary Rolando Andaya to release the amount at a Cabinet meeting on Tuesday after SSS president Corazon dela Paz briefed the President on the status of the UMID.

"The President ordered Secretary Andaya to release P750 million to complete the requirements so that the UMID will be implemented," Bunye said, "This will further accelerate the implementation of the unified multi-purpose ID system."

President Gloria Macapagal Arroyo has transfered the task of developing the government's unified multi-purpose identification system to the Social Security System from the National Economic and Development Authority.

In an executive order issued Jan. 16, Arroyo said the task of developing the ID system, which NEDA has handled since April 2005, would now be transferred to SSS.

Under the new EO, the SSS would build on some work that has already been done by NEDA. Arroyo directed NEDA and the National Statistics Office would assist the SSS in developing the unified multi-purpose ID system.

The reason for the transfer, Executive Secretary Eduardo Ermita said, is that the SSS, which has about 12 million cardholders, already has the experience of handling a "national" ID system.

But Ermita explained that despite the transfer of function from the NEDA to the SSS, the said ID system would still only cover employees from the different government agencies and GOCCS.

He said a law, not just an executive order, would be needed to enforce a national ID system that includes private individuals.

Ermita, however, admitted that the use of the SSS system is a step towards a possible unified national ID system. He said once Congress passes a law on an ID system, the SSS could then submit its recommendation on how to implement such a system.

“We are moving from our EO 420, the unified mutli-purpose ID system for government. So let's see how it develops from there. But you will notice, the SSS has many members so that is a step forward. Let’s see how SSS will do its job of hamonizing the ID system," Ermita said.

President Gloria Macapagal-Arroyo has ordered that the Social Security Identification (ID) system be made as the core of the country’s unified multi-purpose ID system.

In an executive order she signed last Jan. 16, the President ordered the Social Security System (SSS) to implement this through the streamlining and harmonization of the identification systems of all government agencies and government-controlled corporations.

In other countries like the United States, the Social Security card is the most used ID system. The Philippines’ SSS itself has some 12 million card-carrying members.

In her Executive Order No. 700, President Arroyo ordered the SSS administrator to “take over the work of the Director-General of the National Economic and Development Authority (NEDA) to implement the streamlining and harmonization of the ID systems of all government agencies and government-owned and controlled corporations towards a unified multi-purpose ID system.”

On April 26, 2005, Executive Order No. 420 had required all government agencies and government-owned and controlled corporations to streamline and harmonize their ID systems, and authorized the NEDA director-general to implement the same.

So far, “some work has been done by the NEDA on the assignment,” and so the SSS administrator “shall build on the work already done by the NEDA director-general,” says EO 700.

EO 700 mandates the NEDA and the National Statistics Office (NSO), as well as all other agencies identified by the SSS, to “assist the SSS in developing the unified multi-purpose ID system.”

The SSS shall use its funds to carry out the objectives of EO 700 which takes effect immediately.
